- Provide procurement support to IPM teams for the sourcing and management of service providers to managed buildings including the selection & development of key strategic supply partners
- Assist in the end to end tendering process, contract and price negotiation and ongoing supplier management with third party suppliers
- Ensure adherence to procurement strategy, policies and business goals including the embedding of ESG agenda and net zero targets together with customer service values through the supply chain
- Continue the application of ISO 20400 approach to procurement including the creation of service based risk analyses, integrating sustainability requirements into specifications and net zero targets throughout the supply chain
- Act as trusted advisor, coach, and procurement support to IPM team
- Deliver a high level of service to our stakeholders, building good relationships throughout Colliers and in the supply base
- Support the Head of Procurement: design, lead and implement market leading category sourcing arrangements for designated spend categories/services
- Manage and support the development of the Supplier Relationship Management approach, supporting the team in performance reviews, management of supplier issues and improvement activities, and innovation
- Provide coaching and support in the assessment of 3rd party contracts for specialist services and negotiation of standard agreement terms
- Drive the adoption and use of S2P system for storage of contracts, documents and SRM reports
- Manage the supply base to ensure timely reporting and uploading of sustainability data to third party platforms
- Take ownership of and drive new initiatives, digital procurement software recommendation & implementation, process reviews and other improvement activities
Sourcing
- Manage tenders and support selection of regional supply partners for key services
- Support project procurements as required
- Create and manage cross-functional teams to support regional service tenders
- Contribute to creation of tools and training packages to develop colleagues’ understanding of procurement requirements and contractual terms
Systems
- Support use of new S2P systems liaising with key stakeholders to ensure key functionalities and alignment with business requirements and strategy are achieved
- Support the Head of Procurement in the development of dashboards and reports to assess the supply base, benchmark, and identify opportunities for savings, net zero and ESG targets, supply base consolidation and other improvements
- Support users in the use of CM and SRM solutions
ESG
- Support the goal of achieving a net zero supply base in line with Colliers’ and our clients’ published targets
- Ensure ESG continues to be an integral part of the whole procurement process at all levels of the supply chain, through selection, management and reporting
- Ensure compliance with BS ISO 20400 is maintained across the processes and review/maintain policies, processes, and procedures to ensure this is the case
- Work with the supply chain to identify opportunities to implement initiatives or products which have a positive impact on our ESG activities
SRM
- Actively support and participate in business review meetings, supporting and training staff in the planning, running, and reporting of the actions
- Support the tiering of supply partners to ensure the correct level of management is applied
- Review and work with the Property Management Accounting team to ensure that our supply base is monitored to minimise risk to our clients and Colliers
- Assess current TPR risk approaches and propose improvements or systems which mitigate risk to Colliers and our clients
Skills and Experience
- 5-10 years procurement experience in various industries
- Experience supporting the development of Category Strategies and Supplier management
- Experience and ability in the pro-active review of existing processes in collaboration with category users & owners
- People skills – coaching and training non-specialists in basic procurement skills and knowledge
- Expert contractual knowledge – ability to understand impact of proposed changes and review 3rd party contracts to identify risks and propose alternative clauses
- Understanding of de-centralised procurement approach and attendant challenges/opportunities
- People Skills - Ability to deal with difficult/unresponsive stakeholders
Essential Criteria
- Curiosity, passion for learning and adaptability
- Good interpersonal skills - able to engage and communicate effectively with a range of audiences and build support for ideas
- Ability to work in cross-functional geographically-dispersed teams
- Excellent contract knowledge and understanding
- Good analytical skills – strong attention to detail and can analyse/interpret complex information
- Demonstrate a comprehensive understanding of the end to end procurement process and effective execution of the process
- Strong planning and organisational skills, managing a variety of tasks and projects simultaneously to meet objectives and deadlines
- Highly IT literate e.g. Microsoft Office suite & ERP/procurement systems
- Excellent communicator in all formats
- A passion for learning, applying new techniques to existing challenges & commercial curiosity
- Good commercial acumen
Desirable but not essential
- Experience in public procurement – Public Contracts Scotland or similar
- Understanding of services procurement including appropriate SLAs and commercial drivers
- Experience in development of social enterprise supply base

The role will initially concentrate on supporting the UK business with opportunities to liaise with international teams on larger projects.
